Overview: The IPCC's Synthesis Report (SYR) released in September 2001 was a symbolic representation of the best available policy relevant scientific information on climate change. In an effort to draft "policy relevant but not policy prescriptive scientific information" (IPCC Bureau), the IPCC has developed two innovative methods of synthesizing scientific information. Both of these methods require a significant degree of interaction between scientists and policymakers. This paper will explore three perspectives on this interaction in an effort to focus attention on these instruments as innovations and the degree to which they respond to the need to build a bridge between science and policy.
