Overview: The study presented in this paper analyses how well and how the science-centered CEC environmental regime has worked for its member countries, and above all for developing country member Mexico, as the first decade anniversary of the CEC's operation approaches. To do so, it traces the impact of four mechanisms at the centre of the CEC's capacity for knowledge-based change.
