Overview: International environmental institutions can influence the behaviour of states and the quality of the environment that their behaviours, in turn, influence. Of course, not surprisingly, not all international environmental institutions realise their potential to wield influence. At times this reflects poor institutional design, while at other times it reflects the influence of a range of factors that would make it difficult for an international environmental institution of any design to alter existing behavioural patterns. In short, international environmental institutions matter sometimes.
