Overview: Increasingly, there is evidence that developing countries are unable to meet their commitments under a number of international environmental treaties. This paper first examines the relationship between climate change and sustainable development in science and within the context of the climate change agreements. It then examines the problem of developing country non-compliance and the solution of capacity building as developed within the climate agreements. It then critically re-examines the problem definition and the solution and then draws some conclusions.
