Overview: At the outset, this paper will briefly describe some underlying trends that are transforming the global system and challenge governments to come to grips with an increasingly interdependent and globalised world. As traditional processes of inter-state co-operation come to their limits, horizontal and vertical network structures show a promising path to mitigation of complex domestic and transboundary problems. The Clean Development Mechanism (CDM) serves as a concrete example of how new collaborative networks consisting of nation states and non-state actors could help implementing international treaties. The paper will trace the history of the UNFCCC process to provide a sufficient background for a more detailed discussion of the CDM.
