Overview: Labour-based approaches to infrastructure works have become an important element of job creation strategies in many low-wage developing countries with an oversupply of underemployed labour. Well-managed labour-based methods have proven to be a viable and cost-effective alternative to equipment-based methods because they produce good quality results, allow cost savings - particularly in terms of foreign exchange - and can generate high levels of outputs, provided that they are introduced in an appropriate institutional setting. This document discusses the use and management of locally available human and material resources for the construction and maintenance of infrastructure.
