Overview: New technology, changing expectations and globalisation among other factors are resulting in huge social, economic and cultural change, and in rapid increases in the pace of change. This has implications for the aims and objectives of change making activity, the degree to which these are explicitly stated and shared , and the impact this has on the direction our democracy takes through the adoption, implementation and resourcing of public policy. It, therefore, also has implications for the manner in which people participate in society and institutions operate in terms of communication, decisionmaking, representation, bargaining, learning and generally engaging in change making and management activities. This paper summarises these under four headings Collective change, Agency, Dialogue and Democracy
