Overview: Culturally, one has one foot in the modernist world of hierarchal bureaucratic organization and one foot in the new complex and dynamic world of emerging new organizational forms. Unpredictable change is rapidly eroding the efficacy of modernist bureaucracies and one is searching for more responsive, flexible organizational forms that can adapt more rapidly to changing environmental demands. A consequence of this new environment is that command and control leadership is becoming dysfunctional as senior managers now have no hope of keeping up with the barrage of new information that must be ?digested? for effective decision making.
