Overview: This paper describes the United Kingdom Civil Service which has a long history. For many years the Civil Service of the United Kingdom was regarded as the best in the world. Most of the civil servants came from middle-class families, who were well- educated, had good reputations and social status. However, by the early 1960s, there was increasing criticism of the civil service. Some critics even condemned civil servants as the main reason for bad policies which caused the stagnation of British Economics. These elements brought the Civil Service reform in the UK into a new period with the focus not only on efficiency, but on the concepts of value for money, financial management, and accountability.
