Overview: Many states are initiating statewide performance management initiatives to ferret out underperforming activities and find ways to stretch their resources and with good reason. While robust statistics remain elusive, there is a growing body of evidence that performance management makes a difference. However, many states are struggling with their initiatives. This research found that significant roadblocks impede their efforts - from poor technology infrastructures to political pressure. Despite the challenges, some agency-level executives have identified metrics and have begun to track progress against them.
