Overview: In response to the need for a faster, more efficient and more reliable check clearing process, the Check Clearing for the 21st Century Act, known as "Check 21", was signed into law on October 28, 2003, and its provisions will go into effect a year from that date. Why Check 21 now? The critical need to mitigate the risks associated with the existing process - specifically, of having to transport checks by air - became abundantly clear post 9/11, when the Federal Reserve's check float increased dramatically.
