Overview: Regulations are churning to operationalize the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA). First steps focus providing Medicare beneficiaries - primarily older Americans and persons with disabilities - with a prescription drug benefit. This expansion creates a new roadmap for the health sciences industry as Medicare progresses from providing a limited outpatient drug benefit to offering a discount card and, ultimately, a voluntary drug benefit in 2006. For pharma companies, MMA marks a turning point.
