Overview: When Congress authorized the creation of Health Savings Accounts (HSAs) at the end of 2003 as part of Medicare overhaul legislation, employers of all sizes took notice. With double-digit health insurance premium increases from 2001 to 2003, even financially healthy employers started investigating the addition of a consumer-directed health plan (CDHP) component to their employee offerings.
