Overview: This article draws attention to a number of changes affecting health care since the "Annual Notes on Provincial Health Care Changes" article in the September 2002 Forum. It reveals that the year has been a challenging one for health care in Canada. For much of the spring, Severe Acute Respiratory Syndrome (SARS) was the predominant health issue. Officials across the country were confronted with curtailing the spread of SARS and mitigating its impact on the health care system and the economy in general.
