Overview: The telecommunications industry is going through drastic structural changes. Traditional voice service (Plain Old Telephone Service or POTS) is agonizing over the rapid diffusion of cellular services and the Internet. Incumbent telecommunications carriers are struggling to search for a strategy to get out of this trouble. Restructuring of regulatory policy is also required to accommodate this new environment. The telecommunications industry used to be regarded as a typical example of a natural monopoly.
