Overview: To understand more fully the nature of the problems that face the business community in regard to telecommunications, a series of supplementary questions was attached to ACCI's July 2001 Survey of Investor Confidence. The aim in asking these questions was to gain a better understanding of the specific problems that business faced and to gauge their relative importance. In determining the extent to which telecommunications is a core problem for industry, it was necessary to first ask a framework-setting question dealing with the overall impression within business of the importance to them of this issue.
