Overview: Employers are at the heart of immigration policy for work-authorized visas, and information technology (IT) companies are at the center of todayÆs policy debates. This paper discusses employer perceptions drawing upon the results of a small nonrandom survey of IT companies, as well as two workshops and field interviews of IT employers. These employers, who have extensive experience with the immigration system, typically report that they hire the most qualified workers, regardless of birthplace. Although all utilize nonimmigrant visas, only a minority of employers report that their most important reason for hiring foreign workers is to fill temporary rather than permanent positions.
