Overview: The motivational aspect of the journey to high performance is different in government. The lag time between performance and performance assessment (in the form of elections) is something not found in the private sector. Absent the forces of competition that compel ever higher levels of individual and organizational performance in the private sector, governments may feel less day-to-day pressure to produce value for their citizens.
