Overview: Despite worldwide popularity, Balanced Scorecard (BSC) usage in local public sector NHS organizations is rare. This paper conditionally outlines grounds supporting such usage. In particular, the BSC's contribution to improved accountability needs emphasizing, and underlying conceptual concerns with the BSC system and its implementation pitfalls require full consideration. Full customization of the system for NHS usage, is then possible. Finally, to minimize organizational resistance, a streamlined BSC implementation approach is recommended. In the short-term, reasons why NHS organizations could still be induced by pragmatic concessions from Central Government / Strategic Health Authorities to implement the BSC, are also outlined.
