Overview: At its peak in early 1995, the welfare caseload in California reached approximately 2.7 million individuals. As of September 2001, fewer than 1.2 million Californians were receiving welfare. The unprecedented reduction in the welfare caseload has potentially serious consequences for health insurance coverage. While all welfare recipients are automatically covered by Medi-Cal, California's version of Medicaid, only some former welfare recipients are eligible for Medi-Cal. Moreover, those eligible must meet the administrative burdens of the initial enrollment and continuing re-determination processes to obtain and maintain Medi-Cal coverage.
