Overview: This paper catalogued and discussed states' efforts to encourage the development and use of stationary fuel cells, especially among end-users. The primary source of information for this paper was the Database of State Incentives for Renewable Energy (DSIRE), a public resource funded by the U.S. Department of Energy and managed by the N.C. Solar Center. State-level incentives for which fuel cells were eligible in early 2003 included industrial recruitment incentives, corporate tax credits, net metering policies, grants, loan programs, rebate programs, personal tax credits, sales tax exemptions, property tax exemptions, and one production incentive.
