Overview: Human populations have the ability to disperse widely and rapidly congestion and intrusion - as well as oil consumption. In responding to these challenges, transport policies seem to lack credibility. Not everything in the transport sector is changing, however. There is excellent data to show that average travel time per person per year is invariant.
