Overview: Energy efficiency policies and programmes in the UK have focused on the domestic and industrial sectors, and have tended to overlook the service sector. This lack of specific interest in the sector is reflected in the way energy consumption data are compiled. The remainder of this paper considers why this challenge has arisen, and puts forward some initial thoughts on moving forward.
