Overview: The paper informs about the fact that today RETs account for only a modest proportion in meeting the world's total commercial energy demand means that there is a gap between the actual and the (economically and/or ecologically) optimal level of use. This paper critically contrast two of the most common approaches for renewable energy support: investment cost subsidies and operating cost subsidies and highlights advantages and disadvantages of these public policy responses to private under-investment, analyze their interplay, and draw some conclusions for an economically efficient and environmentally less damaging promotion of renewable energy use.
