Overview: This paper focuses on a preliminary cost benefit analysis of connecting households estimated to be in non-gas settlements (150+ households) to the gas network. This is estimated to account for just less than half non gas households. Potential fuel cost savings are significant, much more significant than the benefits estimated from reduced CO2 emissions. Both these benefits are also subject to considerable uncertainty as the former rely on the estimates of future relative price differences and the latter the estimates of the damage costs of CO2 emissions.
