Overview: A number of modeling and simulation tools have been developed and more are being developed for emergency response applications. The tools do not attempt to address the overall emergency incident response. A set of tools that can help develop and evaluate coordination among plans for multiple aspects of the response can significantly improve the response capabilities. These tools need to be integrated together to reduce the time and effort for their use. This paper describes a framework that is proposed to ensure that modeling and simulation tools can be systematically integrated together to address the overall response.
