Overview: The International Energy Agency has accepted lead responsibility for preparing input for the regulatory review on Russian electricity sector reform, and as part of this process has prepared this discussion paper for forthcoming meetings with Russian officials and experts scheduled for late November 2003. The Russian Government has embarked on an ambitious program of electricity sector reform, recognizing that an efficient and competitive electricity sector is a fundamental pre-requisite for achieving its economic objectives.
