Overview: This report compiles the results of a simulation of CO2 and electricity trading organized by the International Energy Agency and Nord Pool for the Baltic Sea Region Energy Co-operation (BASREC). The simulation gathered participants from governments of the ten Baltic Sea States and electricity and energy industry stakeholders. The authors benefited from input of all participants during the simulation and from their replies to feedback questionnaires.
