Overview: The paper discusses about the organizations which are dedicated to assisting in the development of an effective set-aside program for energy efficiency/ renewable energy for the State of Georgia to incorporate in its Regional NOX State Implementation Plan: Georgians for Clean Energy, Southface Energy Institute, Southern Alliance for Clean Energy, and Renewable Energy Policy Project. These groups have compiled the following background information about an energy efficiency/ renewable energy set-aside and are in the process of preparing a strawman version as a tool for further development of energy efficiency and renewable energy set aside program tailored to Georgia's situation and needs.
