Overview: This paper addresses the importance of making energy innovation targeting sustainable development goals a major focus of energy policy and highlights the importance of making energy innovation policy reform an integral part of ongoing electric industry restructuring activity throughout the world. What follows is a short set of guidelines that should be should considered in framing multilateral and bilateral policies for promoting energy technological innovation for sustainable development in developing countries. These guidelines provide the context for more detailed discussion of these issues in the final sections of this paper.
