Overview: The main objective of this paper is to share the experiences that a major Hong Kong Utility had in constructing a Power Quality Monitoring System (PQMS) and a Power Quality Data Center (PQDC). Power quality monitoring is evolving from discrete short-term measurements to a system-wide continuous monitoring for performance benchmarking or power quality baseline establishment.
