Overview: The paper states that the main requirement of facilities subject to the regulation is the preparation and implementation of a Plan to prevent any discharge of oil into waters of the United States. Such a Plan is referred to as a Spill Prevention, Control, and Countermeasure (SPCC) Plan. This plan helps to prevent the occurrence of oil discharges.
