Overview: The fiscal year 2005 Department of Defense (DoD) budget request was released on Feb. 2, 2004. Fitch views the request as better than expected, particularly with respect to outlays for modernization spending (procurement plus research, development, test and evaluation [RDT&E]), which is the most important part of the budget for defense contractors. There were no major changes to specific programs, as expected due to the DoD's new policy of reviewing programs on a two-year budget cycle. Overall, the request supports the reports assumption of continued defense spending strength, and supports the overall credit quality of the defense sector.
