Overview: The analysis of this paper finds that the cost effectiveness of available efficiency measures is probably not the limiting factor in achieving a large increase in effective electricity savings. Instead, our review of history suggests that there are other "structural" limits to achieving this "cost effective" potential including the difficulty in sustaining rapid increases in program funding within a regulatory environment.
