Overview: The California Energy Commission (Commission) has prepared this report to present the Public Interest Energy Research (PIER) Program strategic approach for addressing California's future energy needs. The strategies described in this paper will lead to solutions, developed through research, development and demonstration (RD&D) projects to increase electricity supply, reduce demand, lower peak demand, improve reliability and power quality, improve the operation of the market, and protect and enhance the environment.
