Overview: This is a feasibility study for a conceptual pipeline from the Gulf Coast to California. The conceptual pipeline will run from Galena, Texas, to Colton, California (a distance of more than 1,400 miles). Estimated costs for constructing a pipeline from the U.S. Gulf Coast to California are approximately $800 million for a 12-inch pipeline and $1.6 billion for a 24-inch petroleum products pipeline. The Interliance report does not address the potential viability of a conceptual pipeline to continuously supply California with transportation fuels from refiners located in Texas.
