Overview: The purpose of the paper is to examine the capabilities of unwed fathers. Knowing more about fathers' capabilities is important for assessing the potential success of welfare reform insofar as the new welfare law envisions a much larger role for unwed parents in supporting their children. Time limits and work requirements encourage mothers to be more self-reliant, and stronger child support enforcement encourages fathers to provide financial support to their offspring.
