Overview: This staff white paper examines the reliability effects of the retirement of aging generating units in California, and the resource and environmental effects of continued reliance on these aging units. The white paper identifies factors that may affect an owner's decision on whether to retire a generating unit, and examined a wide range of possible retirements to determine potential effects on local, regional (also called zonal) and system-wide reliability.
