Overview: The paper outlines the problems with the current licensing system that is bureaucratic, fragmented and not greatly accountable. It has led to an industry that is out of kilter with modern demands and lifestyles. The proposals in the paper are designed to address these issues. A modernized licensing system will see local government take over the licensing powers of magistrates. A single licensing system will apply to all premises selling alcohol, providing public entertainment or selling meals during night time.
