Overview: From the executive summary: ‘The importance of quality to successfully compete in the marketplace is axiomatic. The question facing organizations is not whether to seek ever-higher quality, but how to most efficiently achieve it. Unfortunately, the answer rarely lies in a specific set of techniques or management practices. Organizations, in a sense, must find their own way by exploring various practices to determine the ones that work best for them. In some cases, they may need to develop new practices, but often the right tool or technique is already out there. Before finding the right tools, organizations must first establish a consensus on their underlying management philosophy.’ The paper examines the philosophy of Total Quality Management.
