Overview: From the executive summary: ‘Total Quality Management (TQM) is defined as complete implementation of quality management principles and practices. As there is no such thing as a perfect implementation, the research results pertaining to TQM cannot be empirically validated nor do they directly provide any normative guidelines. The point, however, is that by assuming a complete implementation, it is possible to derive a theoretical foundation of quality management. A theoretical foundation of TQM enables one to focus on most relevant issues in both research and practical applications.’ The paper highlights the dynamics of TQM.
