Overview: From the executive summary: ‘It has been observed that people plan for emergencies or disasters at the local level, where they are more likely to occur. In fact, one of the most effective uses of technology for emergencies has been the 911 emergency systems. During the 1990s, many 911 systems were upgraded to enhanced status, whereby automatic caller identification was linked to a database of addresses and location information.’ The paper examines this issue and discusses disaster care.
