Overview: The following document is submitted as a subset of an overall plan for conservation, energy efficiency and renewables. The proposed guidelines, strategies and actions should become part of a concerted effort by the State to help alleviate the current energy crisis by establishing a long term, comprehensive strategy to improve the overall energy supply portfolio, while maintaining environmental protection measures and enhancing economic development activities for the State. The benefits of energy conservation and renewable energy sources are well known. The State has already recognized that conservation and renewables will serve as an important piece of the overall strategy and plan for energy development, use, and cost control, while simultaneously preserving the environment and fostering economic development.
