Overview: Check 21 marks one of the most significant changes in the history of this country's payment system. It will transform the way checks, our most widely used non-cash method of payment, are handled. The President signed Check 21 into law on October 28, 2003. As a result, all financial institutions in the United States must conform in 12 months from this date. Many institutions are already preparing their back office operations for the impact this legislation will have on their organization.
